Do I need to set my Time zone?

The simple answer is it is an option, so no you do not need to change it.

If you do change it then all the dates and times you see when you are signed in to the website will be relative to your Time zone, including the Start and End date and times for any items we found for you that are in My Found Stuff.

Enabling this could be useful, say you are located in Canada and you are looking for items in US, then setting this feature to your Time zone will then show you the Start and End dates and times for your items in your local time, not the US time the item has been listed under.
